Commission advances South Frederick zoning map amendments; posts public-notice schedule

Planning staff reviewed targeted zoning map amendments for South Frederick as part of the Investing in Workers and Workplaces initiative at the Jan. 21 meeting, describing maps of economic growth centers and explaining that proposed rezonings would not undermine the South Frederick Corridors Plan implementation.
Denis Superczynski and John Dimitriou presented staff analysis of zoning categories and potential rezonings. Commissioners asked staff to provide overlay maps showing Agricultural Preservation and Rural Legacy areas and probed the rate of consumption and remaining supply of LI (Light Industrial) land in the County. Commissioner Joel Rensberger cautioned against creating "island farms" — preserved parcels isolated by surrounding land uses — and requested additional coordination with the Agriculture Preservation program. Staff confirmed Katie Stevens (Office of Agriculture) commented during the process and would provide further comments at upcoming workshops and public hearings.
Public comment included 10 in-person speakers. Chair Mark Long said he was inclined to advertise all requests received and recommended procedural leeway until the public-notice deadline. The Commission agreed to post signs by Feb. 15 and set Feb. 6 as the cutoff date for requests to be included in the notice.
Next steps: staff will prepare overlay maps (Agriculture Preservation/Rural Legacy), compile public comments from the 60‑day review, and return to the Commission at a workshop before scheduling a public hearing.
