York council approves water master plan update and funds well liner work totaling about $144,872

The York City Council on June 18 approved two water-related actions: a work order with Olson to update the city’s 2019 water master plan for $35,500, and an estimate to install a liner in Well 82-2 at roughly $109,372.
Staff (James, speaker 10) told the council Olson authored the 2019 plan and recommended using the same firm to update hydraulic modeling, current daily pumping averages and emergency procedures. “It helps out if you're gonna be looking to try to get any funding, grant funding…They already have the files so they can update it and input our new flow,” James said, explaining the efficiency of retaining the original firm.
On the well work, staff reported that inspection of a well pulled earlier showed casing holes and declining efficiency; the plan is to use remaining funds to reline Well 82-2. Staff said tests included plugging the bottom section to ensure nitrate levels would not increase and that previously replaced right-angle drive parts improved performance. Council moved and approved both the master-plan update and the well-liner estimate.
Council and staff noted the water master plan update is not funded from the general fund; the well work uses available contractor/engineering funds. The approvals aim to update the city’s hydraulic data for grant eligibility and to restore a well to reliable service.
