Town of North East selects Dewberry Engineers to manage MS4 program

Handley told the board he created a comprehensive scope of work for the town's MS4 requirements, interviewed three firms, compared technical skill and pricing, and “recommend[ed] selecting Dewberry Engineers Inc.” He noted Dewberry currently manages Cecil County’s MS4 and said that relationship offered the town technical benefits and lower costs. Handley estimated annual consulting services at about $15,000–$18,000 and one-time fixed startup costs of roughly $22,500–$26,000.
The MS4 program, a federal and state stormwater-management requirement, includes tasks Handley listed for the consultant: best-management-practice device and database management; report writing; impervious-acre credit identification, design and bid/build; illicit-discharge investigations; outfall inspection support; and advisement on new MS4 guidelines. Handley also reminded the board that Underwood and Associates remains the town’s designer for MS4 credit-yielding projects.
Commissioner Catherine Bernard-Dutton moved to approve the contract recommendation; Commissioner Hilary Crothers-Moore seconded. The motion carried unanimously among the members present. (Mayor Kelly Benson, Commissioner Bernard-Dutton and Commissioner Crothers-Moore were present; Commissioner Kimberly Davis was absent.)
The board did not record a contract start date or specific deliverable schedule in the minutes; the recommendation and estimated costs were entered into the record for further contracting and budgeting steps.
