Commission approves routine soil-permit renewals, addition and seawall reconstruction

At its July 7 meeting the Westport Conservation Commission handled a slate of routine permitting and compliance items and approved motions on multiple filings.
Early on the agenda staff recommended one-year renewals for stockpile/transfer soil permits: George Brown (permit #488 at 1108 Main Road), Kevin (permit #452 at 832 Main Road, leased to AJ Potter) and John and Margaret Sylvia (permit #497 at 33 Old County Road). The commission voted to approve all three renewals unanimously.
The commission approved a notice of intent for a residential addition at 27 Eddy Drive. Applicant representatives described a 24-by-30-foot addition with garage below and living space above; staff reported the closest point of the addition would be about 49 feet from the wetland line and recommended standard conditions. The commission added a condition to require dry wells for roof runoff and approved the project.
A separate notice of intent to rebuild and raise an existing seawall at 2034 Main Road was recommended for approval by staff pending issuance of a file number. The reconstruction calls for resetting granite blocks, removing rubble, and raising the wall roughly two feet with filter fabric installed behind the wall to limit future fines from washing out. The commission approved the seawall reconstruction unanimously, subject to the pending file number and standard conditions.
The commission also issued certificates of compliance for multiple Stagecoach Lane files, including orders that had expired without work commencing; staff explained some COCs were administrative releases where the order had simply lapsed. A Jonathan Levy NOI for a dock and waterfront activities was continued to September 29 by unanimous vote.
The commission approved payment to East Bay Media for required public-notice advertising and accepted the June 23 minutes (with one abstention from a member who was absent at that meeting).
