North East officials report progress on Westover Place water main, Ridgely Forest occupancy, parks and speed enforcement

Town Administrator Melissa B. Cook-MacKenzie told the board that staff have met with contractors and a grant writer on MS-4 stormwater compliance projects and that a bid opening for the Westover Place water-main replacement is scheduled for Sept. 6. She also said a final offer on the property at 105 Water Street will be presented to the owner on Sept. 5.
Director of Planning Betsy Vennell entered the July 2024 Planning and Zoning report into the record and said the final occupancy permit for the Ridgely Forest development was signed last week; the development is now reported as built out and occupied. Assistant Town Administrator Grant Handley and staff noted coordination with the Elk and North East Rivers Watershed Association on MS-4 outfall inspections.
Maintenance Supervisor Rich Gregg said a message board purchased with ARPA funds has been received, a backup generator will be purchased with ARPA funds next week, and the new trash-compactor truck has significantly reduced work time at the department. He added that work on the back meeting room and the Crouch pavilion is nearing completion and that county parks officials plan to restore volleyball at the community park.
Police Chief Stephen Yates reported on a speeding complaint on East Cecil Avenue that the department monitored several times over the past few weeks, resulting in two traffic stops for speeding. Chief Yates said he has been moving a new speed trailer around town and that "the trailer was purchased through a grant." He also said Sergeant Bilton Morgan will attend the Sept. 11 meeting in his absence.
