Commission adopts minutes, mandates assessment schedule and commends longtime member

At its March 10 meeting, the Commission on Local Government completed routine administrative business: it approved amended minutes from January 6, adopted an assessment schedule for mandated program reviews and adopted a commending resolution for Harold H. Bannister, Jr.

Victoria L. Hull identified a typographical correction to the minutes (change “2013” to “2014”), after which Commissioner John G. Kines, Jr. moved to approve the minutes as amended; Chairman John T. Stirrup seconded the motion and the Commission approved it unanimously.

J. David Conmy reviewed staff’s mandated‑assessment work under Executive Order 58 (2007) and said staff identified 20 mandates due for assessment in FY 2014–15; Commissioners approved the proposed schedule (motion by Ms. Hull, seconded by Mr. Kines). The Commission instructed staff to forward the schedule to the Secretary of Commerce and Trade and the Governor for approval.

Commissioners also unanimously adopted a commending resolution for Harold H. Bannister, Jr.; Mr. Robbins said staff will try to arrange to present the resolution to Mr. Bannister at the Herndon meeting in July. Staff presented an internal financial statement through February 2014 showing year‑to‑date personnel expenditures at 60.5% of budget, non‑personnel expenditures at 31% and overall expenditures at 52.9% of the fiscal year budget; staff noted personnel expenses were $60,000 lower than the prior year due to vacancies.

Why it matters: The Commission authorized its mandated-assessment schedule and set administrative priorities and deadlines; the financial report provides context for staff capacity and budgeting.
