Council reviews CIP and intersection safety study; Kensington Parkway resurfacing deferred, bike-lane option discussed

Jason Azar of Clark/Azar and Associates presented the Village’s Capital Improvement Plan update, which assessed roads, sidewalks, curbs and County-owned storm drains using visual observation. Most infrastructure scored 4 or lower on a 1–7 scale (1 excellent, 7 poor), indicating fair to good condition overall.
Azar recommended grinding trip hazards and replacing some sidewalk panels with a rough estimate of $27,000 and identified potential road resurfacing in fiscal 2028 with an estimated cost of $400,000; he advised coordinating milling and overlay timing to avoid subgrade failure and suggested a five-year revisit of the CIP. The team noted that Kensington Parkway, slated in a 2020 assessment for resurfacing in FY26, appears in better condition and likely can wait until FY32, although Council discussed potentially accelerating resurfacing there to remove center lanes and accommodate bike lanes.
Council also received an update on an intersection safety study by Brudis & Associates; Vicechair Maury Mechanick said he would raise the Connecticut Ave/Kensington Pkwy/Jones Bridge Rd intersection concerns at a Dec. 17 State Delegate town hall and that the Village would circulate a report with recommendations when complete. Council asked staff to monitor pavement patches from the recent streetlighting project and perform a spring inspection.
