North East board unanimously accepts water-main deed and approves ARPA-funded roof, SCADA payment

The Town of North East Board of Commissioners voted unanimously on Sept. 4 to accept a deed conveying a water main and to approve two vendor requisitions for town infrastructure projects.
Mayor Kelly Benson called the meeting to order at 7:00 p.m. and the board approved the Aug. 14 minutes before taking up new business. Commissioner Kimberly Davis moved to accept a deed of conveyance from Scannell Properties #443, LLC for the water main and appurtenances at 800 Red Toad Road/Bethel Church Road; Commissioner Hilary Crothers-Moore seconded the motion and it was approved by all members present.
Why it matters: the deed transfers ownership and maintenance responsibility for the water main to the town, clearing title and enabling town oversight as work continues on other water-system projects.
In appropriations, the board approved Requisition R5-00386 to Garland/DBS, Inc. for $189,982 to replace the Town Hall roof, to be funded with American Rescue Plan Act (ARPA) dollars. Mayor Kelly Benson said he worked with the contractor to reduce the cost, and that "a price reduction of $30,000.00 was offered by the Contractor" after small changes to the contract. Commissioner Crothers-Moore noted the ARPA funds have a spending deadline and supported moving the project forward.
The board also approved Requisition R4-02711 to Allied Control Services, Inc. for $47,550.20 toward the town's SCADA project. Town Administrator Melissa B. Cook-MacKenzie said the SCADA project had previously been awarded at $700,000 and the town is required to pay 20 percent of that price as part of project funding requirements.
All formal motions recorded at the meeting passed unanimously. The meeting adjourned at 7:34 p.m.
What’s next: staff noted a bid opening for the Westover Place water-main replacement project and other project milestones will continue to be tracked at upcoming meetings.
