Mister Shamrock, who presented the item, told the commission furniture for 5C is expected in August and that technology to support remote proceedings and sharing would require additional AV equipment estimated at about $60,000. He said the county’s IT staff lacks specialized AV expertise, so a subcontractor (CTI) and the architect/engineer team would complete the scope as a change order.
Several commissioners asked whether the $60,000 AV work should be competitively bid. Staff described the work as an unforeseen but related addition to an existing contract and said it could be handled as a change order rather than a separate bid package; they noted that comparable courtroom tech exceeded $100,000 per courtroom in other projects.
After discussion, commissioners approved the change order with a motion and a waiver to proceed, carried by voice vote. Commissioners signaled they want transparency on contracting practices and requested the project be monitored as it progresses.
Next steps: vendor work will proceed under a change‑order process and staff will report on procurement steps and schedule as furniture and remaining installation proceed in August.
