Ross County commissioners approve routine transfers, leases and a $132,834.30 pay application

Ross County commissioners during Thursday’s session approved multiple routine financial transfers, a series of leases and a pay application tied to county projects.

Commissioners approved a $6,000 mobility-management/community-action grant with a $2,000 local match. They also approved vehicle gas tax contract transfers and a series of transfers between the auditor’s accounts and other county funds, plus a $150 payment to the Ohio Organized Crime Commission, and a $6,500 transfer for real-estate-assessment contract services.

The board approved a hangar lease at Shoemaker Airport for Brandon Mahoney (fee listed in the record as $135) and a 10-year lease to Michael Wilson for an empty plot at 663 Yellow Bud Road scheduled to run from 08/01/2026 to 07/31/2036. Commissioners approved a liquor-license transfer from Accords Carryout to Accords Country Store LLC (same address/name change).

On capital projects, Commissioner 1 reported progress on the county service center (painting, chair rails, HVAC/ceiling condensation fixes) and presented a pay application for $132,834.30; the payment was approved after the motion and second. Commissioners discussed a ceiling-condensation issue caused by diffuser temperature differentials and said contractors proposed remediation steps.

All routine items on the floor during this segment were moved, seconded and approved by voice vote with "Aye" recorded for each action. Commissioners said they will ask the prosecutor’s office to review lease language on certain land matters before finalizing any protracted leasing or sale arrangements.

Several commissioners noted continuing discussions about small, irregular county parcels adjacent to private property and indicated staff should review contract terms and the option to convey or lease land where appropriate.
