Deputy town manager details climate plans, $450,000 regional resilience grant

Megan Zamuto, deputy town manager, briefed the Finance Committee on the town’s sustainability work on July 13, describing both planning and grant‑funded implementation efforts.
Zamuto said the town is updating its Climate Action and Resilience Plan (CARP) with a target to complete the update by the end of the calendar year, and that Concord is serving as lead agent on a two‑year, $450,000 Suasco Climate Collaborative state grant. The grant will support regional planning and projects to improve watershed resilience, culvert repairs and related work with neighboring communities and the Metropolitan Area Planning Council (MAPC).
“We are the lead agent on that, and we're working with ORS and MAPC to help us implement climate resilience alongside neighboring communities,” Zamuto said. She also noted the town recently received a $100,000 MVP grant and completed a municipal decarbonization roadmap as part of efforts to qualify for the state Climate Leader Community designation.
Why it matters: the grants and planning exercises are intended to position the town for more competitive decarbonization and resilience funding and to coordinate projects that cross municipal boundaries — important because watershed risks extend beyond Concord’s borders. Staff said the CARP update will shift toward implementation in FY27 and the committee can expect additional outreach and requests tied to grant-funded projects.
