Commission approves Front Royal–Warren voluntary settlement draft report with staff edits

The Commission on Local Government on Jan. 6 approved, subject to staff and commissioner revisions, its draft Report on the Town of Front Royal–County of Warren voluntary settlement agreement.
Staff members Zack Robbins and Ed Lanza reviewed the draft report and recommended edits after corrected assessed‑value figures were submitted following publication of the draft. Robbins asked that the report be amended to incorporate the updated assessed values. Lanza identified wording that could mislead readers about tax categories and recommended reorganization for clarity. Robbins and Lanza also suggested removing a sentence in the “Interests of the Commonwealth” section that staff said was included in error.
Commission member Cole Hendrix raised a concern that the version of the agreement initially submitted named a private party, Front Royal Limited Partnership (FRLP), which state law does not permit in voluntary settlement agreements between localities. Hendrix asked that the report make clear the Commission had received a revised agreement with FRLP removed, even if the revised agreement had not yet been adopted by the Town or County. Commissioners agreed to add a footnote disclosing advice received from the Office of the Attorney General and to include the revised draft agreement as an appendix to the report.
Mr. Hendrix moved to approve the draft report subject to the recommended edits; Mr. Goodson seconded the motion and the Commission approved it unanimously.
Next steps: staff will update the draft to incorporate corrected assessed values, reorganize the tax‑category wording for clarity, add the Attorney General disclosure footnote, and append the revised draft agreement for Commission review and inclusion in the final report.
