County staff brief commissioners on facilities repairs, clean‑building compliance, budget calendar and clerk operations

Facilities and administrative staff updated the Board of Commissioners on a range of county operations items, including ongoing capital work, state Clean Buildings reporting requirements, budget-schedule changes and clerk office improvements.
Savannah Clement, public works, told the board the Hall of Justice HVAC replacement project is in substantial completion but staff are resolving some control and programming issues with consultants. Clement said façade repairs to an upper exterior wall and a lower museum wall damaged by a likely drunk driver will be pursued using contractor repairs rather than an insurance claim because damage costs did not exceed the deductible. Joe Medical CIP plumbing and electrical work has begun, and the Sheriff Memorial project is being refined as staff secure granite costs and volunteer in‑kind hours.
Clement described Washington State’s Clean Buildings performance‑standard reporting as complex and often contracted out; she said the Hall of Justice has already met reporting requirements through its recent project and that the next major milestone for tier‑1 buildings is about a year away. Staff also secured a grant to pay for an investment‑grade energy audit of the building to inform compliance work.
Clement reminded the commissioners a public hearing to declare county property surplus will be held next Tuesday and that surplus items generally go to public auction.
On budgeting, Sean Rayway said the county delayed the Budget Boss portal launch to July 20 after technical issues and pushed the first budget workshop to Sept. 14 (the first Monday after Labor Day). Rayway said the portal will include an OFM recommendation column, a department request column and a BOCC‑approved column so the board and public can more clearly see requested, recommended and approved amounts. He also said Title 3 forced dollars will come before the board next week as a public hearing with four applications to consider.
Stacy Michael Best, county clerk, said the treasurer’s office approved the county’s credit‑card vendor, the prosecutor’s office reviewed the contract, and terminals should be installed by August (by August at the latest) so in‑person payments can be accepted; transaction fees will be passed to customers. Best added records work continues: staff are scanning records, shredding processed cases and clearing basement and other storage areas.
No formal actions or votes were taken during these operational briefings; staff will return with contract items and agenda requests as needed.
