Commission clears rezoning at 1401 Dudley to allow funeral-home use

The Texarkana Planning Commission on Wednesday voted to rezone 1401 Dudley from O1 (office quiet) to C1 (general commercial) to permit a funeral-home use on the property.
Staff said the building formerly housed a dentist’s office and that the site is currently vacant. The application was filed by Gary Davis on behalf of the estate of the late Kevin Seddens; staff confirmed that the property title now belongs to Seddens’ estate.
A nearby property owner, who identified himself as the owner of LS and K Properties LLC and as the resident next door, spoke in support and described a personal history with the neighborhood and the house. “My father bought this house on 1401 Dudley several many years ago… it had significance to me,” he said.
Commission discussion noted the location’s existing commercial context (near College Hill and established retail parcels). A motion to approve the rezoning was made and seconded; the motion passed by roll call, with all six commissioners voting yes. The commission will forward its recommendation and materials to the Board of Directors for the August meeting.
Staff said the rezoning would bring the parcel back into taxable commercial use and that the applicant provided the owner’s signature on the planning form authorizing the representative to file on the estate’s behalf.
