Planning commission approves rezoning at Beach and MLK to allow single-family home

The Texarkana Planning Commission on Wednesday unanimously approved a rezoning request for three contiguous lots at the southeast corner of Beach Street and MLK Parkway to allow a single-family house.
City planning staff said the property spans Lots 10–12, Block 14, totaling about 0.47 acres and that two of the lots were zoned commercial while one was residential. “He wants to rezone it all residential to build a house on there,” a planning staff member said during the presentation.
Commissioners weighed whether to leave the parcel at R4 (medium-density, which allows duplexes, triplexes and multifamily units) or to make it more restrictive. Several commissioners expressed support for limiting the site to single-family use given the pattern of housing on the block. Commissioner (speaker 5) moved to rezone the property to R2 (single-family); the motion was seconded and carried by roll call vote, six in favor, none opposed.
Under the commission’s procedures, the rezoning will be forwarded to the Board of Directors for consideration at its first meeting in August. The planning staff said utilities (water and sewer) are present at the site and the applicant indicated his intention to build a house rather than place a trailer.
The commission’s vote amends the applicant’s earlier filing (which discussed R4 as the prevailing surrounding designation) to the more restrictive R2 classification. If the applicant later wants a different density, they would need to reapply for rezoning.
