The Onancock Economic Development Authority on Dec. 9 discussed how to choose outside legal counsel, considered a candidate pool and reviewed steps to fill a vacant board seat.
Town Manager Matt Spuck told the board that Town Council provided $20,000 in seed capital to the EDA for operations and that a recommendation had come forward for Max Hurlin from Michelle Gowdy. Board members suggested consulting similarly sized towns for other recommendations and checking with Eric Gregory, the town attorney, about whether he or another town attorney could serve the EDA.
Why it matters: selecting counsel and filling board vacancies determine the EDA's capacity to approve contracts and manage grant and loan programs. The minutes say attorney Kendra Starn has expressed interest in serving; the Town Council will make the formal appointment and the deadline for candidates to submit resumes is Jan. 1, 2025.
The board also noted it needs to elect a treasurer to occupy a required seat. The minutes record that the Town will manage the Lilliston grant and that loan repayments will be routed to the Town and deposited in the EDA account at Taylor Bank; the EDA will be the signatory on checks. A job description for the treasurer will be drafted.
Next steps: resumes will be solicited through Jan. 1, 2025; the EDA recommended that Town Council review applicants and appoint a replacement. The minutes do not record a formal vote on counsel selection or the vacancy process at this meeting.
