Harwell reports June census at 66.2; committee accepts report, moves food service to bid and approves bills

Harwell, Nursing Home Administrator, told the LaSalle County Nursing Home committee on July 13 that the facility’s average census for June was 66.2, with four admissions, five discharges and a skilled census of 3.26. "The nursing home remains clear of any infectious disease outbreaks at present," Harwell said, and encouraged staff and visitors to continue strict hand hygiene.
In a month-to-month financial summary Harwell said revenue rose by $38,644 versus May while expenses fell by $70,449. Agency nursing costs were $67,269; including the interim administrator those temporary staffing costs totaled $90,169. Harwell reported a cash position of $2,430,506.38. The administrator also reported a $21,000 private-pay balance for which a July check had been received and a separate $24,000 pending Medicaid balance still awaiting payment. Harwell described the facility’s collections approach: "We apply for Medicaid first and Medicaid will backdate three months," and staff will set payment plans after two missed payments for residents who are not Medicaid-eligible.
Committee members asked technical questions about life-safety testing and staffing. A committee member asked whether life-safety testing is similar to school surveys; a facilities staff member explained it focuses on building maintenance items such as sprinklers and fire alarms and said Jan, the environmental services director, leads that work. Harwell said five employees completed CPR certification in June and Relias training went live July 1.
On staffing and licensing, members discussed an incoming administrator. Harwell and a staff member said Dawn will start Wednesday and the facility is currently covered under her license as of the 11th; staff said she will be on call until she arrives and the committee said the change should bring more stability.
The committee accepted Harwell’s report after a motion from a member and a second; a voice vote was recorded with members answering "Aye" and no opposition noted. The committee also discussed the food-service contract and agreed to proceed with a public bid: Anna had worked on early vendor walkthroughs before leaving and Dawn will take over bid paperwork. The current vendor has been notified the county will go out for bid.
