Maplewood council adopts flag policy, a parking ordinance and multiple licenses and appointments
Summary

The Maplewood City Council on Jan. 13 adopted a slate of administrative and regulatory actions and advanced several zoning measures to final readings.
Key actions taken
- Flag display policy (Resolution 25-55): Council adopted a policy governing display of primary and commemorative flags on city-owned or -controlled property. The policy clarifies that lowering the U.S. or state flag requires a gubernatorial or presidential order; the city may lower its own flag independently. The resolution passed on a unanimous roll call vote.
- Parking ordinance on Florence (Bill 6304 / Ordinance 6098): The council approved final reading of a Maplewood Code amendment (ch. 50 §50-243) establishing no-parking zones on Florence to facilitate emergency-vehicle access; the ordinance was adopted and will be codified as Ordinance No. 6098.
- Liquor licenses: Council approved a full and Sunday liquor license for Sports Bra (7344 Manchester Road) and considered an application for Vintage Gold 88 (7170 Manchester Road, Suite A). The Sports Bra license was approved with a stipulation that vegetarian food be available and that nonalcoholic options be offered.
- Appointments: Council confirmed Clayton Merritt and Casey Kelly to the Sustainability Commission (terms expiring 06/30/2029) and appointed Amber Withcom and Alexis Miller as city representatives to the Deer Creek Center Community Improvement District (terms expiring 08/21/2030) by roll-call votes.
- Zoning bills advanced: The council approved 1st and 2nd readings of bill 6305 (rezoning 3423 South Big Bend Boulevard from Public Use to Heavy Manufacturing), bill 6306 (amending Deer Creek PUD to modify restrictions on sale of used/refurbished merchandise), and bill 6307 (conditional-use permit for residential occupancy at 2311 South Big Bend Boulevard). Each of those bills was scheduled for a third and final reading at the next council meeting.
Votes and procedure
Where roll calls were recorded, votes were unanimous in favor of the adopted resolutions and ordinances; where items received voice votes the chair recorded unanimous "aye" and scheduled final readings as appropriate.
Next steps
Several zoning measures (bills 6305, 6306 and 6307) will return for third readings at the next council meeting, when the council may take final votes. The city manager also reminded council members of a town-hall and facilities tour scheduled for Jan. 14 that will include a presentation and optional tours of the police facility.
