Onancock council delays Article XV special-use permit vote after requested edits

The Onancock Town Council on Sept. 23 tabled a pending vote on proposed Article XV special-use permit amendments after members requested specific edits and clarifications.
Town Manager Matt Spuck told the council there were no substantive changes from the prior meeting. Councilmember Maphis Oswald asked how a traffic-impact study would be triggered; Mr. Spuck and staff said the zoning administrator would use discretion to require one when warranted. Councilmember Joy Marino reiterated an earlier request to delete Section 38-499(6), and Councilmember Cindy Holdren asked that Section 38-498(c) be revised to require prompt notification to applicants with an explanation of the decision.
Why it matters: the amendments govern special-use permitting procedures and applicant notice and could affect how future development and conditional uses are reviewed. Councilmembers sought clarification on administrator discretion and formal notice language before taking action.
What the council did: after additional discussion and several requested revisions, the council tabled the vote, directing staff and legal to draft the requested changes and return the item for further consideration. The Planning Commission will also review the related resolution ahead of a scheduled joint public hearing.
Next steps: staff will incorporate the council’s requested deletions and notification language and present revised text at a future meeting; a joint public hearing is scheduled for Oct. 28, 2024.
