A panel member proposed forming a small working group to examine how Boulder Police Department uses Automatic License Plate Reader (ALPR) systems (known as Flock) and to develop a more granular public information product than the existing transparency portal.
The proposer explained the current portal shows headline numbers (for example, total agencies with access and total searches in a time period) but lacks detail on patterns, officer usage and time-of-day distributions that the community might find useful. The goal, the member said, is to provide as much non-law-enforcement-sensitive information as possible so residents can ask informed questions.
Panel members volunteered, discussed logistics and legal notice requirements (more than two members meeting requires public notice). The motion to create a subcommittee and move forward with outreach to BPD data staff passed by voice vote. The subcommittee will coordinate with the IPM and the city's logistics staff to ensure compliance with public meeting laws.
