The panel's Independent Police Monitor (IPM) presented the office's June report, outlining recent case-file reviews, classifications and outreach activity.
For June the monitor reported one full case-file review completed and two cases pending panel review once Boulder Police Department completes disposition. Several cases closed in June were discussed by case number: SM2026-001 and MI2026-005 were closed with the panel and department finding allegations not sustained; MI2026-007 was recommended sustained by the panel with a recommendation for verbal counseling though the department's final determination was not sustained (it provided coaching). MI2026-011 was administratively closed after the complainant declined to cooperate.
The monitor emphasized recurring operational issues, notably inconsistent activation of officers' body-worn cameras during incidents. "Officers must be more diligent in ensuring that their cameras are activated," the monitor reported, noting overhead lights should not be relied upon to trigger recording.
Statistics: the monitor said monitor-classified cases in June included one misconduct, one unspecified incident and six reviews under performance-and-conduct; as of July 9 the open docket numbered 24 cases with varying statuses.
The monitor also listed outreach activities for June (community events, Juneteenth participation, and student recruitment assistance) and offered to provide training materials to the consultant and panel upon request.
