The Town of Milltown board on July 14 approved a change order that withholds $17,794.26 on a Carlson Construction project, accepted a revised pay request from Carlson adjusted for that withholding, approved several banking and loan transfers to Sterling Bank, and appointed a new supervisor.
Jon Eckel reported that, following the town attorney’s and MSA’s recommendations, the board should adopt Change Order #6 to capture overage costs from a delayed project. The board approved Change Order #6 to withhold $17,794.26. Jon Eckel then moved to accept a revised Carlson Construction pay request dated July 11, 2025, for $34,706.85; Mike Dau seconded and the motion passed. The minutes attribute preparation of the change order to MSA at Jon Eckel’s request and note the withholding excludes interest paid.
The board approved an operator’s license for Five Flags Golf Course after the clerk reported acceptable background checks. The board also approved a prepaid propane contract with Alcivia for 4,000 gallons at $1.55 per gallon for the 2025–26 season; the minutes note the town had a credit of $2,253.43 from the prior season and previous purchases of 3,350 gallons at $1.49 per gallon.
On appointments and bank business, the board appointed Keith Zygowicz to the supervisor position after interviews with two candidates. The board moved several accounts and loans to Sterling Bank: checking and money market accounts were to be transferred; a truck loan of $199,013.00 and a tractor loan of $61,266.00 were moved to Sterling; the board authorized disbursement of a $300,000 annual road improvement loan from Sterling; the board voted to keep a $1.3 million construction loan with Frandsen Bank. The board named account signers for the business checking account as Mike Dau, Jon Eckel, Mark Engelhardt and Cheryl Kloehn; Sterling Bank staff said online banking and ACH setup would require a master user assignment.
The board also voted to deny a raze order at 1821 Pine Island Park. The minutes do not list individual vote tallies for these actions. The board moved into and later reconvened from a closed session under Wis. Stat. 19.85(1)(e) to discuss shop addition negotiations; a site meeting for Antler Lake was scheduled for Aug. 4, 2025. The meeting adjourned at 7:55 p.m.
Details such as vote counts and some administrative follow-up tasks are not specified in the minutes.
