City gives progress reports on Exchange Building cleanup and Forest Service Building negotiations

City staff provided updates on two downtown historic buildings during the July 14 work session.
Jared (staff) reported positive progress at the Exchange Building: the redevelopment contractor cleaned the site interior, preserved removed masonry and architectural elements for reuse, and completed structural assessments that have been largely favorable though one basement beam will need repair. Staff said design work, title commitment and an updated ALTA survey are in progress and that a draft MOA addendum will be circulated to preservation partners for review.
On the Forest Service Building, Jared said the Give Group remains engaged and city staff are drafting a long‑term lease/development agreement (LTDA) that will set time‑certain acquisition terms and transfer carrying costs to the Give Group. Jared said the group is coordinating with Weber State about activating ground‑floor uses. He also flagged building maintenance and safety items—ASCE‑41 structural concerns, drainage and flooding in the basement, failing HVAC systems and a boiler needing replacement—that the city and prospective developer are addressing in planning discussions.
Jared said staff will bring formal agreements and steps to the council as the LTDA and acquisition timeline advance. The work session then recessed to allow the council to reconvene in another room for subsequent meetings.
