'You Are Beautiful' parcel, TIF roll-off questioned as commission receives $13.6 million balance sheet

During public comment at the July 13 meeting, Scott Melon, a Michigan City resident, thanked the commission for removing a fence at the 'You Are Beautiful' site and urged the commission to issue a new request for proposals for the parcel. "As far as I understand it, that contract expired December 31," Melon said, asking why the parcel remains unused and warning the city may miss another development cycle if no action is taken.
Melon also asked about the status of South Side TIF accounts and what tax increases residents might see when the TIFs expire in coming years. Staff acknowledged the question and said TIF roll-off and tax-projection matters are more complicated and would be followed up on; no specific projection was provided during the meeting.
Separately, Skyler presented the commission’s balance sheet dated May 31, 2026, listing total assets of $13,606,476.12, including: operating account $224,931.96; Southside account $7,969,209.56; Southside debt reserve $336,308.50; Southside TIF Capital $16,199.79; North End TIF $1,580,036.42; East Side TIF $926,433.35; Northeast TIF $1,551,384.74; Transit development district TIF $457,142.21; a $450,000 forgivable loan; and a county business loan fund balance of $94,829.59. The commission approved the financial report by voice vote.
No formal action on the 'You Are Beautiful' parcel or an RFP was taken at the meeting; the chair thanked Melon and staff will follow up on his questions.
