Nelson Select Board approves routine finance and administrative items, denies building permit and refers owner to ZBA

Brenna Kucinski, chair of the Nelson Select Board, called the Oct. 23, 2024 meeting to order at 3:00 p.m. and moved the board into a nonpublic session at 3:04 p.m. under RSA 91-A:3 II (a) and (c) (personnel and harm to reputation); Michael Blaudschun seconded and the motion carried by roll-call vote (Mike – yes; Don – yes; Brenna – yes).
Upon returning to public session at about 3:18 p.m., Kucinski moved to seal the nonpublic minutes; Michael Blaudschun seconded and the motion carried by roll call. The board then approved several routine items by unanimous votes: the public and nonpublic minutes of Oct. 16, 2024; the Oct. 23 manifest as presented; and the annual letter from management to the auditor related to the finalized 2023 audit.
The board approved 2024 IT contracts covering the Police Department, Fire Department, Town Clerk and Administrative Department; Michael Blaudschun made the motion to approve and Kucinski seconded. All routine approvals recorded a 3-0 vote in favor.
After reviewing submitted plans for a building permit, the board denied the permit because the plans did not meet required setback requirements. Michael Blaudschun moved to deny the permit and to refer the property owner to the Zoning Board of Adjustment to pursue a variance; Brenna Kucinski seconded and the motion carried 3-0. The Select Board did not record any conditions beyond the referral; the permit was not approved and no variance or remediation was authorized by the board during the meeting.
The board concluded business and adjourned at 4:30 p.m.; its next regular meeting is scheduled for Oct. 30, 2024 at 3:00 p.m.
