Council discussed whether to front funds and seek reimbursement if a TPA grant is awarded and emphasized the importance of public engagement; one member said consultants may be able to conduct many of the required public hearings as part of their scope.
Members agreed a working session is the appropriate next step to review the proposals line-by-line, resolve questions about consultant scopes and responsibilities, and confirm how the public input process will be managed.
