Commissioners approve Bissett's Bay conditional rezoning and 231 Homes general rezoning amid public concerns

The Nash County Board of Commissioners approved two zoning map amendments on June 1, 2026: Conditional Rezoning Request CZ-260302, for the Bissett's Bay Subdivision, and General Rezoning Request Z-260301, for property proposed by 231 Homes, LLC.
For CZ-260302, Planning Director Adam Tyson noted the Nash County Technical Review Committee and the Planning Board recommended approval subject to development conditions. The conditions adopted by the board require that the subdivision be developed according to the approved sketch plan; that permitted land uses conform to the RA-30 (Single-Family Residential) district; that the developer provide a private access easement at least 18 feet wide to adjacent property owner David N. Manning, III (4152 Frazier Rd) as a condition of approval; that the subdivision be served by an extension of the Nash County Public Water System or a community well system (not individual private wells); and that the developer obtain necessary NCDEQ erosion and water approvals, NCDOT road design and driveway permits, and a Nash County Stormwater Management Permit prior to construction. Kevin Varnell of Stocks Engineering, speaking for the applicant, agreed to provide the requested access easement. The board adopted a statement of plan consistency and reasonableness describing the request as consistent with the 2022 Nash County Comprehensive Land Use Plan.
On Z-260301, Planning Director Tyson said the TRC and Planning Board recommended approval. Applicant Danny Mayo of 231 Homes, LLC spoke in support. Residents including Alicia Pope, Albert Pope and Elliott Pope spoke in opposition, citing the location of a community garden and asking the developer to consider tabling the request; the developer declined to table. The board voted to approve the rezoning to RA-30 (Single-Family Residential).
Both actions include conditions and permitting steps required before construction or subdivision recording. The CZ-260302 approval is conditional on the petitioner's written consent to all attached development conditions. The approvals were adopted after public hearings and planning-board recommendations.
Next steps: Applicants must obtain required NCDEQ and NCDOT approvals, Nash County stormwater permits, and any water system extensions; the county will record development conditions and require written consent from petitioners for conditional zoning.
