Onley council approves $5,000 ORA donation, writes off small tax bills and moves funds into a 180‑day CD

On Nov. 4 the Onley Town Council approved a $5,000 donation to the Onley Recreation Association (ORA) to continue the town’s prior arrangement of subsidizing half-price pool memberships for town residents; the motion was made by Bill Ferguson and seconded by Daniel Bloxom.
Council authorized writing off 40 tax bills totaling $38.07 that were under $2.00 and could not be combined with other bills (motion by Bill Ferguson). Staff reported one vendor pulled a bid for holiday decorations; Council authorized Town Manager Susan Rillo to hire a company to install decorations for up to $12,500 to avoid liability and service gaps.
Clerk/Treasurer Jamye Salazar reported financial activity: auditors completed field work for FY23 and FY24; Council approved paying October 2024 payables; staff transferred $50,000 from a money market account to checking to cover immediate obligations; and Council approved moving $750,000 from an Atlantic Union money market account into a 180-day CD at a 4.43% rate to lock in yielded interest.
Council members discussed cash-flow timing related to ARPA transactions and staff indicated ARPA funds flow through the same checking account even though they are not operating revenues.
