Onley council orders addendum to garage construction bids after specification discrepancies

The Onley Town Council voted Aug. 14, 2024, to request addenda to two responsive bids for a proposed public works garage to standardize specifications that differed between bidders. The motion, moved by Rodney Lang and seconded by Woody Zember, instructed Town Manager Susan Rillo to ask JHP Construction and Beauchamp Construction to provide revised pricing that includes a 5-inch concrete pad, a center floor drain and rebar mixed with fiber reinforcement; the motion passed on a roll-call vote of those present.
Ms. Rillo told the council that two bids were submitted but contained differing elements: one bid included mesh while another proposed rebar; the requested slab thickness and drain location were not consistent across submissions. She said Boss Buildings (another contractor previously involved) moved its delivery timeline to the end of the year, Beauchamp Construction provided a completion estimate in late October and JHP Construction estimated a mid-September completion. Mr. Carl Bundick, the town attorney, noted that because the bids reflected different specifications they were not directly comparable.
Council member Brian Corbin asked whether the bids included plumbing and electrical work; Ms. Rillo said the bids include only roughed-in plumbing and that the town will need to hire an electrician later. Jamye Salazar suggested checking state code and the town procurement policy for bonding requirements; Ms. Rillo was tasked to follow up with the bidders for cost addenda rather than re-bid the entire project. The council then moved to issue the addendum and approved it by roll call.
The council adjourned at 6:47 p.m. after taking the procurement actions. No contract awards were finalized at this meeting; the addendum was a directive to gather revised pricing for council consideration.
