Clerk/Treasurer Jamye Salazar opened the public hearing by summarizing prior actions: the council approved the $666,847.05 appropriation on June 3 and, at an Oct. 7 meeting, moved to divert up to $75,000 to the Public Works garage. During the hearing resident Billye D. Custis said she believed the council had already made the decision and questioned the value of holding the public hearing at all. Toni Nelson had signed up to speak but declined to do so.
Council discussed ARPA timing and compliance; Town Attorney Carl Bundick advised adherence to ARPA rules and recommended vendor assurances before releasing funds. Councilman Rodney Lang asked that a local inspector (identified in discussion as Mr. Pitt) review the delivered building before final disbursement.
On the motion (Bill Ferguson, seconded by Daniel Bloxom), the re-allocation passed on a roll-call vote recorded as Bloxom—yes; Corbin—yes; Ferguson—yes; Hill—absent; Lang—yes; Zember—yes. The motion moves the $75,000 into the Public Works garage budget and staff indicated they expect the prefabricated building to be delivered mid-to-late December.
Next steps include finalizing the vendor’s quoted total, obtaining assurances about delivery and completion, arranging an inspection before final payment, and disbursement before year-end if conditions are met.
