Kensington council unanimously adopts six resolutions on fences, hazard mitigation, property lease, refuse contract, playground and curtains

At its Oct. 10 meeting the council unanimously approved Resolutions R-16 through R-21, including a fence variance, adoption of Montgomery County's Hazard Mitigation Plan, a lease-continuation amendment for 10528 St. Paul Street, a one-year refuse contract with Ecology Services, an ADA playground purchase using a State CPP grant, and new Drill Hall curtains (color changed to Bermuda Blue).
The Kensington Town Council on Oct. 10 unanimously adopted six resolutions covering zoning, emergency planning, property acquisition and lease terms, municipal services contracting, park improvements and facility upgrades. The actions were approved by roll call motions and passed without recorded dissent.
Key approvals included: a variance (Resolution R-16-2024) to allow a six-foot fence within the front plane at 3417 Plyers Mill Road under Section 5-109 of the Town Code; adoption of the Montgomery County Hazard Mitigation Plan for 2024 (R-17-2024); and a first amendment to the purchase agreement for 10528 St. Paul Street to permit continuation of a tenant lease with MXD SERVICES, LLC through Jan. 31, 2025 and to accept an assignment of the lease (R-18-2024).
The council also authorized a one-year contract beginning Jan. 1, 2025 with Ecology Services Refuse & Recycling, LLC with up to three one-year extension options for trash, recycling, yard waste and bulk service (R-19-2024). Pricing increases will be tied to CPI-U and tipping fees; the contract price was described as a base rate with a 5 percent increase tied to the current procurement arrangement.
Resolution R-20-2024 authorized a contract with Playground Specialists, Inc., for purchase and installation of ADA-compliant playground equipment and surfacing at St. Paul Park, funded by a Community Parks and Playground grant from the State of Maryland; Town staff said the project will proceed in multiple phases. Resolution R-21-2024 approved a contract with Rose Brand East to fabricate and install new curtains in the Drill Hall, as amended to remove the sales tax and specifying a color change to Bermuda Blue.
