Town administrator flags wastewater billing variance as FY27 budget planning begins

During the town administrator’s report, staff flagged a discrepancy in wastewater billing that could affect FY27 budget planning. The administrator said the wastewater treatment facility operated by Chesapeake Peaks had an approved reserve budget of $3,000,000 but was billing the town $3,400,000, and staff have requested clarification from Chesapeake Peaks.
"We did identify a billing variance, and they had an approved budget of 3,000,000, and they're billing out at 3,400,000 for the reserve funding," the administrator said, and added the town has asked for information on whether the town is at a contract cap and whether billing should continue at that rate.
The treasurer (speaker S14) also said fund balances have increased over the past months and that reported revenue and expenditures for July–August show roughly 40% of the year’s cycle, noting the town is currently solvent. Council asked the treasurer to check an unexpectedly large gaming-revenue figure for the period.
The administrator said staff will await Chesapeake Peaks’ response before finalizing assumptions for the FY27 budget; the town plans to bring the FY27 budget timeline and planning to council early next year.
