North Beach awards $61,714 design contract for Greenwood green infrastructure (grant-funded)

The Town of North Beach approved the award of a professional services contract to Coastal Resources Incorporated (CRI) of Annapolis for $61,714.81 to design stormwater green infrastructure at Greenwood Avenue Alley and the Bay Avenue parking lot.
Amanda (S15) told the council the contract is funded through a Maryland Department of Natural Resources resiliency-through-restoration grant; Amanda and staff confirmed the grant covers the design phase and that the town has no financial responsibility for this stage. The design is intended to identify green stormwater practices and removal of impervious surface, and staff plan to seek a subsequent grant for construction later in 2025.
Public works and project leads (S7) described a kickoff with Calvert Soil Conservation, the awarded design firm for a related 7th Street coastal breakwater/oyster reef project, and said that survey and permitting work will begin; a preliminary design for the breakwater work is expected roughly six months after kickoff. For Greenwood/Bay Avenue, Amanda said the town received eight proposals and the evaluation team (public works, zoning, town administrator) selected CRI based on technical evaluation.
Council discussed scope and asked for stakeholder review opportunities during the design (50–75% milestones were suggested). Councilwoman Healy (S12) moved to award the contract; the motion was seconded and approved by voice vote.
The contract covers design only; town staff will produce a GIS map to guide painting/striping work related to parking and will make design materials available for public review and stakeholder meetings as the design progresses.
