The applicant described the retail component as a curated thrift designed to financially support the rescue work; the thrift element is a permitted use and the commission’s conditional‑use review focused on the animal‑care component and its controls. The applicant told commissioners she had arranged local veterinary partnerships for medical services and outlined donation and intake procedures designed to avoid unattended drop‑offs.
Staff recommended approval as presented with the conditions and operational limits described in the application; commissioners voted unanimously to approve CU26002. Staff noted that any change to the scope of kenneling (more animals, expanded hours, or veterinary services performed on site) would require a return to the commission for review.
