On April 9 the Kensington Town Council held a public hearing on Ordinance No. O-03-2025 to amend Chapter V of the Town Code by enacting Article 7, “Transient Lodging Facilities,” and to incorporate Montgomery County Code Chapter 54. Town Manager Hoffman said Montgomery County had stopped enforcing Chapter 54 for the Town after regulatory clarification and that adopting the ordinance would allow the Town to opt in and have the County enforce regulations on current short‑term rentals.
Scott Helms and Jody Krieger spoke in support of the ordinance and cited incidents at an adjacent property as part of their testimony. Council Member Crimmins moved to keep the public record open until 4 p.m. on May 2, 2025; the motion passed unanimously.
If adopted, the ordinance would make the town’s short‑term rental licensing and enforcement consistent with County Chapter 54 and would rely on county enforcement rather than establishing a separate town enforcement program. The Council did not take final action and will consider written comments submitted through the May 2 deadline.
