Glendale council approves budget amendment, bank signer update, parade candy ban and opens Ward 2 seat

The most significant vote was on Resolution 3201, a technical budget amendment for Fund 3701 that the mayor described as a timing issue: the expense was paid in a different fiscal year than originally budgeted. The council moved, seconded and then conducted a roll-call vote; Council members Jessica (last name redacted), Dryden, Heinz, Keller, Mitchell, Sassy and Thompson recorded ‘‘aye,’’ and the motion passed.
The resolution matters because it recognizes and authorizes payment in the fiscal year the bill was actually paid rather than the year it was budgeted, a common municipal accounting adjustment. The finance director confirmed the funds were already appropriated and this action simply aligns accounting with the payment.
Council also approved an updated corporate authorization for Stockman Bank to revise who may sign on city accounts after the death of a previous signer. Jason moved the item and Clyde seconded; the council approved the change by voice vote.
On parade safety, the street committee had recommended prohibiting the throwing of candy from moving vehicles after receiving letters and photos showing safety risks for children near floats. A committee member told the council that ‘‘throwing candy from the floats is dangerous due to kids running up and getting too close to the floats.’’ Council amended the motion to explicitly include floats and then approved the change by voice vote.
The council declared an opening in Ward 2 and set an application deadline of 4 p.m. on Jan. 26, 2026. Applicants should submit a letter or resume and three references; the personnel/ordinance committee will review applications and interview candidates, with the goal of filling the seat by the council’s second meeting in February. The mayor emphasized a transparent committee-based review process.
Finally, accounts payable claims totaling $69,224.17 were approved after a motion, second and voice vote.
The council did not receive public comment at the meeting and moved on to department reports after these actions. The meeting adjourned without further formal business.
