Pearisburg council adopts ordinance setting water meter locations, approves I&I agreement

The Pearisburg Town Council on Jan. 13 adopted Ordinance No. ORD 2026-01, establishing separate water service connections, requiring meters set at the property line inside the Town easement, and limiting meter repair and reconnection work to Town employees. The vote to adopt the ordinance was unanimous, 7-0 (Dickerson, Eaton, Clark, Davis, Fields, Smith, Sharp).
The ordinance directs the Utility Department to set water taps and install meter boxes, meter setters and meters at the property line and inside the Town's right-of-way, and states that meters are the property of the Town. It also requires that no water meter be installed inside any building or outside a utility easement and that meters be located in protected, accessible places for removal, reading and maintenance.
Council and staff also discussed recent utility operations. Councilmember Zach Smith reported that November water loss was the lowest in recent months, staff will continue weekly testing at Angel's Rest Reservoir and that smoke testing begun Dec. 9 identified one issue now under investigation; staff are also probing a possible sewer blockage. Council received notice of two grants: $2,026 from the Virginia Risk Sharing Association (VRSA) for fire extinguishers and $15,771.93 from the Virginia Department of Emergency Management (VDEM) for Hurricane Helene repairs at Whitt-Riverbend Park.
Separately, Council approved a motion to authorize an agreement with LA Gates for inflow and infiltration (I&I) work, pending final approval by Town Attorney James A. Hartley and Town Manager Adam Poser; that motion passed unanimously, 7-0. Town Manager Poser and Public Works Director Brent Atwood were listed as staff coordinating on utility repairs and I&I work.
What happens next: The ordinance is effective on adoption (Jan. 13, 2026) as stated in the ordinance text. The I&I agreement will be executed once Town Attorney and Town Manager approvals are complete.
