St. Louis Board of Public Service approves minutes and agenda; hears permit, consolidation and event requests

Director Jackson moved to approve the minutes and Director Patel seconded. Roll-call responses recorded ayes from Director Dace, Director Hayes, Director Jackson, Director Patel, Director Pearson and President Bradley; the minutes were approved.
Director Hayes moved to approve the agenda, a director identified in the transcript as “Jason” seconded, and the board used the previous role and approved the agenda by general consent.
During the agenda the board was presented with staff recommendations on land-use and permitting matters. The record shows a joint recommendation to rescind and deny permit number BPS25-0818, originally issued Feb. 10, 2026, to Dutchtown Delights LLC for a subdivision at 3127 California Avenue. The secretary read that “The application is recommended for denial because it does not meet the density of population requirement, allowing the applicant to appeal the denial to the board of adjustments.”
Board staff also read a request from the International Ward Center to consolidate properties at 5030–5034 Delmar Boulevard (City Block 5051 A) and recommended approval subject to conditions. Multiple other applications were recommended for approval (addresses and application numbers were read), and the office of special events sought approvals to declare eight festival zones for events including the CWE Jazz and Blues Festival, Grub and Groove, The Lou Mile and Oktoberfest Saint Louis.
A director noted technical issues with meeting video and chat; President Bradley suggested a reboot as a troubleshooting step. The meeting was adjourned after a motion and voice vote.
