The Port Royal Town Council on Jan. 23 authorized the Town Manager or the mayor to execute a contract with Water Well Solutions, LC for a geophysical borehole project, provided the contract cleared a satisfactory legal review and the Town Manager was satisfied with reviews by the Virginia Department of Environmental Quality. That motion, made by Councilmember Nathanael Ulfers and seconded by Angela Golden, passed unanimously, 3‑0.
Town Manager Tim Smith told council the town opened bidding for the geophysical borehole work on Jan. 21 and had received two bids. Smith recommended meeting with the lowest bidder and consulting DEQ before final execution; council approved the conditional authorization so the town could proceed with due diligence rather than delay project timelines.
The council’s action does not by itself authorize construction work; it authorizes execution of a contractor agreement contingent on legal review and any DEQ conditions the manager deems necessary. The council also noted that eliminating a previously planned camera monitor and pump installation test reduced the town’s cost responsibility for the project.
Next steps: the Town Manager will complete legal and regulatory reviews and, if satisfied, execute the contract with Water Well Solutions, LC. No dollar amount for the contract was included in the meeting record.
