Shannon Joyce, Talbot County behavioral health coordinator, reviewed regional crisis‑response activity, saying the Eastern Shore Operations Center logged 3,671 calls in a six‑month period and Talbot County had 96 mobile crisis dispatches during that timeframe. Joyce highlighted school‑based consortium funding that reached 3,963 students in the first six months and described new peer‑support training funded through a Rural Advancement of Maryland grant (first cohort: eight enrollees; two‑year grant).
Local Talbot statistics cited by presenters included 1,904 mental‑health consumers and 777 substance‑use consumers receiving services through Medicaid in the county, and a point‑in‑time sheltered homeless count of 67 (January). Joyce noted local programs such as Safe Stations (176 participants) and Good Samaritan Law/Narcan trainings in Cordova and St. Michaels.
After the presentation the council was asked to approve a letter of commitment and to endorse Mitchell Behavioral Health as the county’s core service agency for FY27. The motion was seconded; the secretary called the roll and members recorded their votes, and the council approved the endorsement.
The council did not set contract details in the public presentation; the endorsement authorizes staff to provide a letter and support continuing the agency’s role pending final agreement.
