The Select Board opened sealed bids for tree removal and awarded the contract to Fournier's for $3,000, which included grinding one stump. Other bids were: Top Notch $3,700, Red Oak $3,950 and BB Sanford $5,800. The motion to award Fournier's the contract was made by Chair Brian Mills and seconded by Frederick Detheridge; the vote carried.
Secretary Sue Mills reported that, per the town’s request, the Tree Growth property owner list in the CAMA program has been verified and a tracking book created; she said a few updates are needed and she had emailed O'Donnell's to confirm dates. The board discussed the town’s responsibility when property in Tree Growth is sold and agreed the buyer/seller process rests principally with the parties involved, but the town will send an informational notice to new owners and begin an informal outreach process to encourage compliance. Chair Mills said, "If you are avoiding the requirements to be in Tree Growth you should not have the exemption," and the board asked staff to find the Maine statute that governs Tree Growth exemptions and penalties.
Next steps: Staff to send notices to current Tree Growth property owners as a first informal step, obtain the Maine statute referenced by the board, and return with options for formal enforcement if owners do not comply.
