Andover approves temporary road bond, updates bank signatories and hires seasonal highway worker

The Andover Select Board approved a short-term financing measure and several administrative personnel actions at its June 9 meeting.
The board approved a temporary road bond anticipation note with Androscoggin Bank at an interest rate of 5.69% to finance road work until permanent financing is expected in November. Chair Brian Mills characterized the action as a temporary measure to bridge financing until long-term arrangements are complete; the board carried the motion.
Separately, the board approved a resolution to add Sherry Donovan as an authorized signatory on town accounts. The board also reapproved Margaret Madigan to the Planning Board and instructed staff to contact alternate Toby Wells to determine whether he wishes to remain on the board and to revisit the town ordinance governing alternates after the Planning Board secretary's email removing an alternate was raised as a procedural concern.
On personnel, the board voted to hire Andrew Philbrick as a seasonal highway employee at a rate of $20 per hour, with Per Tripp assigned to notify the new hire. The board also discussed filling a General Assistance (GA) role by bringing Melinda on after required training and noted Justin Thacker will keep his phone available until "Beanie" is trained.
The board approved putting the town's 1989 truck up for bid with a minimum of $5,000. The meeting adjourned at 7:04 p.m.
