In a motion introduced by Miss Hollenbach, chair of the Training and Development Committee, the committee voted to recommend to the full Nelsonville council that the alley between Lancaster and West Franklin Streets (near 175 Lancaster) be vacated and returned to the adjacent property owner.
The Presenter explained the alley is a narrow parcel that is not a working thoroughfare and that the adjacent owner had asked whether the city could convey the parcel; a photograph in the materials shows rock and a grass strip along the parcel. The Presenter said the property owner indicated they would prefer the parcel be returned to them so they could maintain it.
Miss Hollenbach moved that the committee recommend the alley vacation to full council. A Committee member and the Presenter voiced agreement; the motion was set to proceed to the full council for formal consideration.
The committee did not record a detailed roll-call vote in the transcript; members expressed assent during the meeting. Staff will forward the committee recommendation to the full council, which must consider statutory and procedural requirements for vacating a city right-of-way before any conveyance can occur.
Provenance: The Presenter introduced the alley parcel and the motion was made by Miss Hollenbach and agreed by committee members, resulting in a referral to full council.
