At its May 26 meeting, the Elm Grove Board of Trustees approved two measures affecting emergency medical services: a resolution to increase EMS billing rates and transition from itemized to bundled billing, and an administrative change to the EMS command structure.
President Koleski introduced Resolution 20260526A, which the meeting materials projected would increase Village revenue by an estimated $35,000 to $50,000 annually. Trustee Stuckert moved to approve the resolution; Trustee Hillmann seconded and the motion passed unanimously (Aye: President Koleski, Trustee Olson, Trustee Schindler, Trustee Stuckert, Trustee Castile, Trustee Hillmann).
Earlier in the meeting Village Manager Thomas Harrigan presented EMS Director Ben Roy’s proposed EMS command structure changes. Trustee Schindler observed that the proposed organization would make it easier to merge EMS and Fire if that direction is pursued in the future. The Board approved the command-structure changes by motion of Trustee Stuckert, seconded by Trustee Castile; the vote was unanimous.
Both votes were procedural approvals recorded by roll call. The billing change shifts the department’s revenue model to bundled billing rather than itemized charges, and the command-structure vote adjusts internal roles and reporting (details provided in meeting materials). The Board did not set an effective date in the public minutes; staff will proceed with implementation steps and any required public-notice or operational adjustments.
