Elm Grove trustees approve Highland Drive pathway contingency, storm-sewer change order and award $517,050 PPII contract

On May 26, 2026, the Elm Grove Board of Trustees approved several Public Works actions intended to protect the Highland Drive pedestrian pathway and reduce stormwater inflow into the sanitary system.
Trustee Schindler told the Board the northern end of the pathway has recurring standing water that could undermine the pathway base after adjacent vegetation was cleared. KL Engineering recommended installing four inlet grates tied into the existing storm sewer. Because PLM will already be mobilized on site, the board approved a change order to the PLM contract to install the inlets at an estimated cost of $31,005. The motion, made by Trustee Stuckert and seconded by Trustee Schindler, passed unanimously (Aye: President Koleski, Trustee Olson, Trustee Schindler, Trustee Stuckert, Trustee Castile, Trustee Hillmann).
The Board also approved adding a 10% contingency of $121,000 to the Highland Drive pedestrian pathway project. Trustee Schindler said the project’s complex terrain and potential for unforeseen conditions warranted a contingency similar to road projects. The engineer’s original estimate was $1,448,000 and PLM’s low bid was $1,206,611; with the contingency the project would remain roughly $120,000 under that estimate. Trustee Stuckert moved to approve the contingency; Trustee Olson seconded and the motion passed unanimously.
Separately, the Board awarded the Milwaukee Metropolitan Sewerage District’s (MMSD) Private Property Infiltration & Inflow (PPII) Program contract to low bidder M&E Construction at $517,050. Trustee Schindler said the village received three bids and the committee recommended awarding to M&E; the project is fully reimbursable through MMSD. President Koleski asked staff to follow up on a line-item clarification in the bid; Village Manager Thomas Harrigan indicated DPW staff had completed reference checks and would provide the requested follow-up.
The approvals are intended to reduce ponding and protect the pathway base, while the PPII work targets private-property sources of infiltration into the sanitary system. The Board will oversee contract execution and follow up on the bid clarification requested by President Koleski.
