Elm Grove trustees adopt EMS command restructure and raise billing rates

The Village of Elm Grove Board of Trustees on May 26 adopted an organizational restructuring for the emergency medical services department and approved a resolution to increase EMS billing rates.
Staff presented a new command structure that would place a village EMS chief at the top with three captains focused on operations, training and administration, and other role‑specific assignments beneath them. The reorganization is intended to clarify duties and improve operational efficiency; staff said it would also simplify potential future combining of EMS and fire into a single department. After discussion, a trustee moved to approve the new structure and the board voted in favor.
Separately, the finance committee recommended and the board approved Resolution 20260526a to transition EMS billing from an itemized format to a bundled billing structure and to raise certain fees to align more closely with neighboring communities. Staff estimated the change would increase village revenue in the range of $35,000 to $50,000 depending on payer mix (Medicare, Medicaid and private payers). The resolution passed by voice vote.
Board members asked about implementation timing and the effect of payer mix on revenue; staff replied the precise revenue effect will vary and that actual receipts will depend upon service utilization and payer coding. Staff and counsel will complete implementation steps and update the board on the transition.
