Pat Bannon reported progress on a wildlife-signage program and asked whether the committee's budget of about $500 could be used as prize money for a design contest to incentivize public submissions.
Darcy (town staff) cautioned that town funds may not be allowable to give away as prizes and advised the group to discuss the plan with a council liaison (Walter) and to confirm expectations. Darcy also noted that traffic-related signage must comply with the Manual on Uniform Traffic Control Devices (MUTCD) if it is posted on streets; non-traffic informational or artistic installations may have more flexibility but still require review.
Members suggested alternative approaches including inviting donors to sponsor prize money, coordinating with the conservation and nature committees, and preparing a scope and recommendation for the full committee to vote on before forwarding to the town council. The group discussed balancing Portola Valley's traditional "light touch" approach to signage with the desire for wildlife-awareness installations that fit the town's environment.
Next steps: committee subcommittee members will prepare a scope and, if appropriate, a formal recommendation for this committee to vote on and forward to the council; staff will advise on legal limits for prize funding and MUTCD requirements.
