Darcy, a town staff member, told the committee the organizer of PV Palooza has arranged off-site parking and shuttle service and that the town is coordinating with the sheriff's office for baseline coverage under the town contract; additional coverage would incur extra cost.
Sergeant Nick Barano said the town is considering reserve officers and coordination with organizers for Aug. 29. Darcy emphasized a practical enforcement constraint: temporary tow-away or no-parking restrictions generally require an encroachment permit or date-certain authorization, and without clear signage citations may not be issued. Committee members said they observed cars parked in bike lanes during a recent music event and urged clearer advance notice about available off-site parking.
Darcy estimated peak event demand similar to past horse-fair crowds and said the organizer arranged parking at Midpeninsula Open Space District land, a shuttle and additional off-site parking at local churches and schools. Committee discussion focused on improving signage, limiting parking in shoulders that double as bike lanes, and whether the town should develop a comprehensive parking management plan for recurring large events.
The committee agreed to monitor planning and encouraged staff to finalize sheriff staffing, placement of signage, and public outreach to minimize parking in bike lanes and maintain bicycle and pedestrian safety at the event.
