South Hill Town Council certifies closed session on park expansion; no action on property acquisition

The South Hill Town Council on Nov. 10, 2025, unanimously certified that a closed session held to discuss the acquisition of real property for a proposed park expansion complied with the Virginia Freedom of Information Act, and reconvened without taking formal action on any purchase.
Mayor Mike Moody called the special meeting to order at 6:00 p.m. at the temporary council chambers at South Hill Town Hall. Clerk Leanne Feather called the roll; present were Councilors Randy Crocker, Lillie Feggins-Boone, Jenifer Freeman-Hite, Ashley Hardee, Vice Mayor Gavin Honeycutt, Delores Luster and Carl L. Sasser Jr. Councilor Michael Smith was absent.
Vice Mayor Gavin Honeycutt moved, and Councilor Delores Luster seconded, that the council enter Closed Session pursuant to Virginia Code § 2.2-3711 A(3) and A(8) to discuss the acquisition of real property for a public purpose (park expansion). The motion carried unanimously, and the mayor announced the council had entered Closed Session.
After returning to Open Session, Councilor Delores Luster moved, seconded by Councilor Jenifer Freeman-Hite, to adjourn the Closed Session and reconvene in Open Session. Councilor Freeman-Hite then moved, with Councilor Luster seconding, that the minutes reflect that no formal action was taken during the Closed Session and that a Resolution Certifying the Closed Session be adopted. The resolution passed by roll call vote: Councilor Randy Crocker—Aye; Councilor Lillie Feggins-Boone—Aye; Councilor Jenifer Freeman-Hite—Aye; Councilor Ashley Hardee—Aye; Vice Mayor Gavin Honeycutt—Aye; Councilor Delores Luster—Aye; Councilor Carl L. Sasser Jr.—Aye. No votes against or abstentions were recorded. The minutes note there was no action taken in Open Session regarding the acquisition of real property.
Mayor Mike Moody adjourned the special meeting at 6:24 p.m. The minutes of the meeting were approved on Dec. 15, 2025, and signed by Clerk Leanne Feather and Mayor W. M. Moody.
