South Hill council reallocates $719,965 in carryover funds, approves $250,000 from undesignated balance

On Nov. 10 the South Hill Town Council approved a set of budget actions to fund ongoing initiatives and projects.
Town Manager Keli Reekes asked council to reappropriate $719,965 in FY25 carryover funds to targeted accounts: $70,500 for Business Development (incentives, grants, marketing); $68,000 for Human Resources (employee incentives, certification pay); $121,465 for Streets Maintenance (equipment received this fiscal year); $310,000 for Community Development (events and initiatives); and $400,000 for the Water/Sewer Fund (to support the Sycamore-Howerton project and ongoing Redzone repairs). Reekes also requested and council approved appropriation of $250,000 from the FY26 Undesignated Fund Balance.
Vice Mayor Gavin Honeycutt moved to approve the reappropriation and appropriation; the motion passed via roll call with seven ayes (Randy Crocker; Lillie Feggins-Boone; Jenifer Freeman-Hite; Ashley Hardee; Gavin Honeycutt; Delores Luster; Carl Sasser, Jr.) and one absent member (Michael Smith). Dahlis Morrow presented the monthly financial totals earlier in the meeting showing total funds of $36,987,297.00.
Council's action directs staff to allocate the listed funds to the stated purposes; council did not attach any additional conditions in the recorded motion.
